Filing Consumer Complaints in Agra District Consumer Forum
The Consumer Protection Act, 2019 provides a robust legal framework for consumers to seek redressal against unfair trade practices, defective goods, and deficient services. Who Can File a Consumer Complaint?
Under Section 2(7) of the Consumer Protection Act, 2019, a ‘consumer’ is any person who buys goods or hires services for consideration. The complaint can be filed by: the consumer, any recognized consumer association, the Central or State Government, legal heirs of a deceased consumer, or any person on behalf of the consumer (with written authorization).

You can file a complaint for: defective goods, deficient services, unfair or restrictive trade practices, overcharging, sale of hazardous goods, or misleading advertisements. How to File a Consumer Complaint in Agra
Step 1: Prepare a written complaint on plain paper (no stamp paper required). Include your details, opposite party details, facts of the complaint, relief sought, and supporting documents.
Step 2: Attach copies of bills, receipts, warranty cards, correspondence, and any evidence supporting your complaint.
Step 3: File the complaint at the District Consumer Disputes Redressal Commission, Agra (located in the Collectorate Complex). The filing fee ranges from Rs. 200 (for claims up to Rs. 5 lakh) to Rs. 5,000 (for claims up to Rs. 1 crore).

Procedure After Filing
The Commission issues notice to the opposite party within 21 days. The opposite party must file a written response within 30 days (extendable by 15 days). The Commission can refer the matter for mediation. If mediation fails, the matter proceeds to hearing and adjudication. The Commission must dispose of the complaint within 3 months (if no testing required) or 5 months (if testing required).
Remedies Available
The Commission can order: replacement of defective goods, refund of price paid, compensation for loss or injury, removal of defects, discontinuation of unfair trade practice, payment of adequate costs, and punitive damages in cases of willful negligence.
Appeal Process
Orders of the District Commission can be appealed to the State Consumer Disputes Redressal Commission, Lucknow, within 45 days. Further appeal lies to the National Consumer Disputes Redressal Commission (NCDRC), New Delhi.
